The new Win 10 Creator's update has changed the DPI setting. The problem can also be caused by a vertical taskbar (thanks osh24lager). Things are back to normal now, but the devs should disable scaling by default. exe file, select properties, go to the Compatibility tab and enable 'Disable display scaling on high DPI settings'. The PA window was at 135% size and in full screen it somehow still finds the wrong location for the mouse cursor (135% of the actual position of the cursor). (Control Panel\All Control Panel Items\Display > Change the size of all items)
Windows is set to 135% custom size option, perhaps this has something to do with it. I figured the game might see both desktops as one or something. But for the sake of trying fix this i disabled the second monitor and the problems were still there. It is unplayable at full sceen mode and if i want to play in windowed mode i have to set it to a very low resolution. In windowed mode the cursor is at the right place but the window is much larger in size. To be able to click on something i have to aim to the right and down from whatever i want to click. In fullscreen mode the cursor is not at the same place as the actual mouse pointer.
